Scope of Work

1. The scope of work is to provide a qualified Tutor/Instructor for conducting an Information Technology Training Course. The uploaded requirement schedule mentions three proposed course batches:

1. The document also states that the course period may be changed based on the award of contract. The instructor/teacher/tutor will have to reach Ladakh Scouts Regimental Centre on their own arrangement.

Pre-Qualification Criteria

Bidders should meet the following pre-qualification conditions:

Tutor/Instructor Eligibility Criteria

The tutor/instructor proposed by the bidder must meet the following conditions:

1. Must be morally upright and of good character, certified by the firm.
2. Must have IT qualification; the bid mentions Diploma in IT / Bachelor Degree, while the essential document page mentions Bachelor in Computer Application.
3. Must have minimum 2 years’ experience as an IT Tutor in another organization.
4. Must be able to speak and understand the local regional language, specifically Ladakhi language.
5. Police verification must be completed before employment as tutor.
6. If the tutor is found ineligible, the contract may be cancelled and no payment will be made.
7. Food, accommodation, and transportation expenditure will be borne by the bidder or tutor; the institute will not reimburse these costs.

Financial Criteria

1. The bidder must have a minimum average annual turnover of ₹1 lakh for the last three years. The OEM average turnover is also mentioned as ₹1 lakh, although the tender is service-oriented. Documentary evidence such as certified audited balance sheets or a Chartered Accountant/Cost Accountant certificate showing turnover details must be uploaded.
2. The document does not clearly mention any separate net worth requirement.

Tender Fee, EMD and ePBG

1. The uploaded bid document states that EMD is not required and ePBG is also not required. Tender fee is not mentioned in the bid document. The GeM disclaimer section also states that asking for any tender fee or bid participation fee may make such clause invalid under GeM conditions.

Submission Guidelines

1. Bidders must submit the bid online through the GeM portal. The bid is a Single Packet Bid, and all required technical, financial, experience, and compliance documents must be uploaded online. The bid allows 2 days for technical clarifications during technical evaluation. Documents uploaded by bidders will not be shown to all participating bidders.
2. The successful bidder will receive payment directly from PCDA after completion of the training course. No part payment will be given to either the tutor or the bidder.
