Scope of Work

1. The scope includes the construction of a Guard Room, Plinth Protection and Santri Movement Pathway to strengthen security arrangements at the Coordination and Training Center in Balaghat. The work is to be executed as per the applicable Schedule of Rates and technical specifications for building, road and electrical works, including relevant MPPWD SOR provisions.
2. The schedule of items indicates construction-related activities such as excavation, concrete work, RCC, reinforcement, masonry, plastering, flooring/tiles, doors and windows, finishing, painting, sanitary/plumbing and pathway-related works as applicable to the project schedule.

Eligibility and Pre-Qualification Criteria

1. Eligible bidders should be contractors registered under the MPPWD centralized registration system of the Government of Madhya Pradesh. The tender also permits participation from eligible contractors registered with CPWD, Railways, MES, Central Public Undertakings, Central Government Departments, other State Governments or other State Public Sector Undertakings.
2. Contractors registered with departments other than MPPWD must provide registration proof for verification. The successful bidder must obtain appropriate category registration under the MPPWD centralized registration system within 30 days from the issue of acceptance letter, if applicable.
3. For electrical work, the contractor must possess a valid electrical license from the Chief Electrical Advisor to the Government of Madhya Pradesh and submit a copy of the license.
4. Bidders whose contracts were terminated by MPPHIDC under Clause 3(c) are not eligible to participate for three years from the date of termination. The notice also states that bidders penalized for excessive delays in two MPPHIDC works during the last five years may be barred from participation.

Financial Criteria

1. The uploaded tender documents do not mention any specific minimum average annual turnover or net worth requirement. The main financial requirements specified are the tender fee, EMD, security deposit and quoted percentage rate over/below the applicable SOR.
2. The security deposit is to be recovered from running bills at 5% of the contract amount, or the bidder may submit an FDR of 5% of the contract amount in advance, in addition to the EMD. For quotes more than 15% below SOR, an additional performance guarantee is required as per the tender condition.

Submission Guidelines

1. Bids must be submitted online through the MP Tenders portal in a two-cover system. Cover 1 will contain the fee/EMD and mandatory documents, while Cover 2 will contain the financial/price bid. The tender documents state that evaluation will be based only on documents submitted online.
2. The bidder must upload the scanned copy/reference of online tender fee and EMD payment. The financial bid will be opened only for bidders whose EMD and mandatory documents are found valid.
3. The bid must be digitally signed using a valid Digital Signature Certificate. Contractors must quote a single percentage rate above or below the applicable SOR, and conditional tenders are liable to be rejected.
