Scope of Work

1. The tender is for the supply of various articles/items required for conducting a one-month training course for Promotee DR/Fr. & FG at West Bengal Forest School, Dow-Hill, Kurseong. Pre-Qualification Criteria

Bidders should meet the following broad pre-qualification requirements:

1. Must be a valid contractor/vendor eligible to participate in the West Bengal e-Tendering system.
2. Must have proper licence for engaging labourers on contract, wherever applicable.
3. Must have experience in similar nature of work under Government sector/Government undertaking.
4. Must not have been debarred by Forest Department, PWD, Housing Department, CPWD, MES, Railways or other government organisations during the last 5 years.
5. Must not have abandoned any work or had any contract rescinded during the last 5 years.
6. Conditional or incomplete tenders will not be accepted.

Eligibility Criteria

1. Eligible bidders may participate as an individual, proprietor, partnership firm, registered company, registered unemployed engineers’ cooperative society or labour cooperative society, subject to submission of relevant registration and authorisation documents.
2. For partnership firms, the registered partnership deed is required. For companies, MOA, AOA, company registration certificate and registered power of attorney are required. Cooperative societies must provide NOC, bye-laws, area of operation details, board details and audit/AGM records as applicable.

Financial Criteria

The financial eligibility conditions include:

1. Minimum annual turnover should be at least 100% of the estimated project cost in the last three preceding years.
2. Bidder should have completed similar work during the last five years:
3. Bidder should have made profit after tax in the relevant financial years as required in the NIT.
4. Profit and loss account, balance sheet and audit/tax audit report for the last three financial years are required.

Tender Fee and EMD

1. The uploaded NIT does not clearly mention any separate tender fee. The EMD amount is ₹47,998. The document specifically states that EMD should be deposited through draft/hard copy addressed to the Director, West Bengal Forest School, Dow-Hill, and that there is no EMD exemption for eligible contractors.
