Scope of Work

The tender covers civil restoration work for the training wall at Fateghadh Minor Irrigation Scheme. The Schedule-B work items include river care and diversion with dewatering, dismantling of existing stone/brick masonry, excavation, M-15 controlled cement concrete work, PVC pipe weep holes, graded filter material behind retaining/wing walls, backfilling, and dry rubble pitching.

The attached drawing also indicates plan, elevation and cross-sectional details for the chute fall / silting basin and related hydraulic structure components, which should be followed along with the approved specifications and site directions.

Pre-Qualification and Eligibility Criteria

Eligible bidders should be registered contractors in the appropriate class, specifically “E1” Class & Above, in the Narmada Water Resources / Road & Building Department or equivalent departments such as CPWD, Railway or other State Government departments, subject to registration requirements before award of contract.

The standard bidding document states that bidders must submit qualification information, proposed work methodology, construction schedule, equipment planning, quality assurance approach, and supporting details to justify their ability to complete the work within the stipulated period.

For experience, the qualification section refers to experience in at least one similar work such as irrigation work or canal lining work of at least 40% of the proposed contract value during the last five financial years, along with completion/substantial completion certificates where applicable. It also mentions completion of 60% quantity of principal items such as concrete, earthwork, pipeline, pumping station etc., where applicable.

Financial Criteria

The Appendix to ITB states that the annual financial turnover requirement is “Not Applicable” for this tender and that liquid assets / credit facility requirement is also “Not Applicable.” However, the NIT requires a current calendar year solvency certificate equal to 20% of the tender cost to be produced by the contractor.

Tender Fee and EMD Details

The tender fee is ₹1,500, payable through Demand Draft in favour of the Executive Engineer, Water Resources Investigation Division, Bhuj. The EMD is ₹50,000, to be submitted in the form of FDR or a valid EMD Exemption Certificate of the appropriate registration class. Scanned copies must be uploaded online, and physical originals must be submitted through RPAD / Speed Post within the prescribed period.

The EMD must remain valid for 165 days, while the offer validity is 120 days from the last date of receipt of tenders.

Bidders must submit their bids online through the e-tendering portal after digital signing. Offers not digitally signed will not be accepted. Physical offers are not accepted under any circumstances; however, original tender fee DD, EMD FDR / EMD exemption certificate and related documents must be submitted by RPAD / Speed Post within the stated physical submission window.
