Scope of Work

1. The scope of work includes providing chain link fencing around the site of the Multi Species Finfish Hatchery Cum Training Center at Devikulam, Idukki District. The drawing indicates GI chain link fencing with GI pipe posts, top and bottom GI pipes, and foundation arrangements for both normal ground and waterlogged portions. The foundation details include CC 1:2:4 foundation for fixing fencing posts, CC 1:4:8 foundation bed, 2.5-inch GI pipe posts placed at 2.50 m centre-to-centre spacing, and chain link fencing of approximately 150 cm height as shown in the drawing.
2. The work must be executed as per the tender specifications, drawings, Bill of Quantities, Kerala PWD requirements, CPWD specifications where applicable, and relevant quality control norms.

Pre-Qualification Criteria

Eligible bidders should meet the following broad requirements:

1. The bidder must be a registered contractor with eligible departments/agencies such as PWD, CPWD, Irrigation Department, Harbour Engineering Department, Kerala Water Authority, or other approved government agencies as applicable.
2. The required contractor classification is D Class and Above.
3. The bidder must have valid and active registration at the time of bid submission.
4. The bidder must be registered on the e-procurement portal and must use a valid Digital Signature Certificate (DSC) for online bid submission.
5. Valid GST registration is required as per the special conditions/addendum.

Eligibility Criteria

1. Bidders must carefully examine the tender document, drawings, specifications, Bill of Quantities and all tender conditions before submitting the bid. The tender permits online bid submission only through the Kerala e-GP portal. Manual submission of the bid will not be accepted, although certain hard-copy documents are required to be submitted by speed post after online submission.
2. Each bidder should submit only one bid. Any bidder participating in more than one bid in the same process may face disqualification. Joint ventures, consortiums or partnership firms are permitted subject to tender conditions and joint responsibility of parties.

Financial Criteria

1. The tender document does not specify a separate minimum average annual turnover, net worth requirement, or specific past-experience threshold. The primary financial requirements are payment of the tender submission fee, EMD/bid security and compliance with performance guarantee/security provisions after award. The successful bidder must furnish a Performance Guarantee of 5% of the agreed PAC, and a Performance Security Deposit of 2.5% will be recovered from running bills.
2. Liquidated damages are specified at 1% of the contract price per week of delay or part thereof. Mobilisation advance and secured advance are not applicable.

Submission Guidelines

1. Bidders must submit their bids online through the Kerala e-GP portal. The tender documents and tender schedule can be downloaded free of cost from the portal. All bid documents must be submitted online in the designated cover/envelope. Late tenders will not be accepted.
2. The price bid must be submitted online only, and scanned copies of required documents must be uploaded with the technical bid. The tender also requires hard copies of selected documents to be submitted by speed post so that they reach the KSCADC office before the prescribed deadline. The envelope should clearly mention the name of the work.
