Scope of Work
The project is aimed at selecting an implementing agency for the supply, installation, training and maintenance of 2000 kVA & above HT New Connection Software and related hardware for KPTCL and ESCOMs. The software is intended to support an integrated single-window process for new HT connections above 2000 kVA, including power sanction workflow, application processing, departmental approvals, payment integration, inspection coordination and service certificate issuance.
The scope broadly includes:
- Development / supply of HT New Connection Software and related hardware.
- Installation and deployment at KPTCL and ESCOM-related offices.
- Integration of the new connection process with KPTCL, ESCOMs and CEIG workflows.
- Online verification of Aadhaar, mobile number and email through OTP.
- Generation of ESCOM-wise unique application IDs.
- Time stamping and workflow tracking from application acceptance to service certificate issuance.
- SMS and email alerts to concerned officers.
- Provision for joint inspection by ESCOM and KPTCL officials.
- Online payment acceptance through mobile banking, net banking and UPI.
- Integration with CEIG approval and commissioning processes.
- Software maintenance, updates, technical support and annual security audit requirements.
- Training and knowledge transfer to KPTCL and ESCOM officials.

Submission Guidelines
Bids must be submitted online only through the Karnataka Public Procurement Portal. Manual or offline bids will not be accepted. The tender follows a two-cover system consisting of:
- Technical Bid / Techno-Commercial Bid
- Price Bid / Financial Bid
Bidders must upload all credentials and supporting documents related to technical capacity, financial strength and past experience. The financial proposal must be entered in the KPPP portal only. Conditional tenders, incomplete bids and late submissions may be rejected.
The price should be quoted in Indian Rupees only and must be inclusive of all components required for execution of the project, including software, hardware, manpower, logistics, taxes and duties, as applicable.
Evaluation and Award Process
The tender will be evaluated in stages. First, the pre-qualification and technical documents will be reviewed. Only bidders meeting the qualification criteria will be considered responsive and eligible for financial bid evaluation. The financial evaluation will be based on the least cost / L1 basis, and KPTCL reserves the right to negotiate before awarding the contract.
The successful bidder will be required to sign the Contract Agreement and Non-Disclosure Agreement and submit performance bank guarantees as per tender conditions.
Contract Period
The contract includes software implementation, warranty and AMC support. The RFP states that the work includes an implementation period, warranty period and a 2-year AMC period. The selected bidder must also provide training and ongoing maintenance / technical support as per the tender scope.
