Scope of Work
- The scope covers supply of 2 medical simulation training units for PDU Government Medical College, Rajkot. The GeM category specification includes an adult upper torso manikin with tongue, teeth and lungs, realistic airway anatomy, and support for oral/nasal tracheal intubation, pharyngeal intubation, esophageal intubation and fiber optic intubation. The simulator should allow use of airway adjuncts such as oropharyngeal airway, nasopharyngeal airway and LMA. The required warranty is 5 years or higher.
- The buyer-uploaded technical specification for the adult cricothyrotomy trainer requires palpable anatomical landmarks for identifying cricothyroid and thyroid cartilage, responsive incision-making, replaceable skin, and capacity for at least 30 cricothyrotomy procedures on a single component.
Pre-Qualification Criteria
- Bidders must submit proof of experience, past performance, bidder turnover, OEM authorization, OEM annual turnover and compliance with BoQ specifications. The bid also asks for certificates and additional documents requested in ATC. If a bidder claims exemption under MSE or Startup provisions, supporting documents must be uploaded for buyer evaluation.

Eligibility Criteria
- Eligible bidders must be registered sellers on GeM and capable of supplying compliant medical training equipment as per GeM category specifications and buyer-added ATC. OEM authorization with validity is required. The tender also requires service outlet details in India, including complete address, phone number, email, toll-free service number and online service request facility.
- The special terms for this category also state that applicable provisions of the Drugs and Cosmetics Act, 1940 and Medical Device Rules, 2017 will apply wherever relevant. Buyers may validate medical device licences, product certifications, manufacturer certifications and test reports.
Financial Criteria
- The minimum average annual turnover requirement for the bidder is ₹1 lakh for 3 years. The OEM average turnover requirement is ₹8 lakh for the last 3 years. Documentary proof such as audited balance sheets or a Chartered Accountant / Cost Accountant certificate should be uploaded with the bid.
- MSE and DPIIT-registered Startup bidders are eligible for relaxation from experience and turnover criteria, subject to meeting quality and technical specifications and uploading valid supporting documents. MSE purchase preference is enabled, with MSE OEMs eligible within the L1+15% price band and up to 25% of bid quantity as per applicable policy.
