Scope of Work

1. The scope includes supply, installation, testing and commissioning of 30 desk and bench sets for classroom/training use. The successful bidder must deliver the goods to Eklavya Model Residential Sports School Karinthalam, Peringome, Payyannur, Kannur, Kerala – PIN 670353. Delivery period is 15 days for the listed consignee quantity.
2. The product requirements include desk and bench sets with separate desk and bench configuration, 3-seater capacity, mild steel frame, particle board desk top, under-storage shelf, bench backrest, and particle board bench seating/backrest. The scope also requires all accessories, charges, taxes and installation/commissioning components to be included in the bid price.

Pre-Qualification and Eligibility Criteria

1. Bidders or OEMs must have prior experience in supplying the same or similar category products to Central/State Government organisations or PSUs. The main bid detail specifies 3 years of past experience, while a buyer-added ATC clause mentions 2 years for same/similar products; bidders should verify this point on GeM or seek clarification from the buyer before submission.
2. The bidder or OEM must also demonstrate past performance of 80% of the bid quantity in at least one of the last three financial years before the bid opening date. Relevant contracts and delivery acceptance documents such as CRAC should be uploaded with the bid.
3. MSE and Startup relaxation is available partially for experience and turnover, subject to submission of valid supporting documents. MSE purchase preference is applicable, with preference to eligible MSE OEMs within the L1+15% price band and up to 25% of bid quantity, as per applicable public procurement policy.

Financial Criteria

The turnover must be supported through certified audited balance sheets or a certificate from a Chartered Accountant/Cost Accountant. If the bidder or OEM is less than three years old, completed financial years after incorporation will be considered.

Tender Fee and EMD Details

1. Although the bid contains standard clauses for DD/Banker’s Cheque formats for EMD/PBG, the bid detail clearly states EMD Required: No. Therefore, bidders should treat EMD as not required unless a corrigendum changes the requirement.

Submission Guidelines

1. The tender must be submitted online through the GeM portal. The bid is a Two Packet Bid, meaning technical and financial bids will be evaluated separately. Bidders should upload all required certificates, technical documents, turnover proof, experience proof and OEM-related documents in the technical packet, while price details should be submitted only in the financial bid.
2. The buyer has allowed 2 days for technical clarifications during technical evaluation. Documents uploaded by bidders may be visible to other participating bidders after login, including documents submitted as part of clarification or representation.

Important Contract and Delivery Conditions

1. The purchaser may increase or decrease the ordered quantity by up to 25% at the time of contract placement and may also increase the ordered quantity up to 25% during the contract period at contracted rates. The successful bidder must submit detailed design drawings within 5 days of contract award and obtain buyer approval before fabrication.
2. The successful bidder must also provide 5 advance samples within 5 days of award of contract for approval before bulk manufacturing/supply. The warranty period is 3 years from final acceptance or completion of installation, commissioning and testing, and comprehensive warranty must cover all types of damages during the standard warranty period.
