Scope of Work
The scope includes special repair and building improvement works for multiple railway service buildings on the north side of Samastipur. The work is based on CPWD-DSR 2023 items with correction slips and includes the following major civil work components:
- Earthwork, excavation, surface dressing and filling
- Cement concrete and RCC works
- Masonry and brickwork
- Granite, wall tiles, cladding and ACP panel works
- Wood, PVC, uPVC doors/windows and hardware fittings
- Steel works, railings and structural steel items
- Flooring works including cement concrete, Kota stone, vitrified tiles and granite flooring
- Roofing, rainwater pipes, false ceiling and finishing works
- Repairs to buildings, dismantling/demolition and road-related civil works
- Aluminium doors/windows/partitions and glazing works
Pre-Qualification and Eligibility Criteria
1. Technical Eligibility
- The bidder must have successfully completed or substantially completed similar works during the last 7 years, ending on the last day of the month previous to the month in which the tender was invited. The bidder must meet any one of the following:

2. Similar Work Definition
The tender defines similar work as:
Any Civil Engineering work.
3. Work Experience Certificate
- Work experience certificates from private individuals will not be considered. Certificates issued by government organizations are acceptable. Certificates from public listed companies may also be considered only if the company meets the required turnover/listing conditions and supporting documents such as work order, BOQ, payment details, TDS certificates and final/last bill are submitted.
Financial Criteria
The tender requires a minimum average annual contractual turnover of V/N or V, whichever is less, where:
- V = Advertised value of tender in crore rupees
- N = Number of years prescribed for completion of work
- For this tender, the advertised value is ₹1,50,20,338.06, and the completion period is 6 months. Therefore, the applicable minimum average annual contractual turnover is approximately ₹1.50 crore.
- The turnover must be calculated as the average of total contractual payments received in the previous three financial years, supported by audited balance sheets and CA certification. Annexure-VIB must be submitted separately by each bidder or JV partner, although JV participation is not allowed in this tender.
- The tender also specifies that financial documents certified by a Chartered Accountant must include UDIN, failing which the offer may be treated as incomplete and summarily rejected.

Submission Guidelines
