Scope of Work

The selected Project Implementation Agency / Training Provider will be responsible for conducting a residential future skills training program for approximately 300 minority candidates in Bengaluru. The program will be delivered offline through classroom-based training.

The scope includes:

1. Mobilisation, counselling and registration of eligible candidates through the KMDCL online portal.
2. Orientation of selected candidates.
3. Delivery of offline classroom-based training for approximately 400 hours.
4. Training duration of around 3 months, with approximately 6.5 hours of training per day.
5. Residential arrangements including accommodation and three meals per day.
6. Training in advanced technology areas including AI/ML, Cloud Computing, Cyber Security, Data Analytics, Power BI, AI Productivity Tools and Apple Certification courses.
7. Soft skills, aptitude training, career guidance and project work aligned with industry requirements.
8. Assessment and certification through C-DAC, Government of India.
9. Use of C-DAC approved faculties for training delivery.
10. Placement support to assist candidates in securing meaningful employment.

The training must also include soft skills and aptitude training, career guidance, industry-aligned project work and project documentation.

Beneficiary Eligibility

The program is intended for minority community candidates who meet the following conditions:

1. Age limit: 20 to 25 years on the date of enrolment.
2. Candidate must belong to the minority community.
3. Karnataka residence is required through valid Aadhaar.
4. Family income should be less than ₹6 lakh per annum.
5. Candidates must meet course-specific academic qualifications.
6. No Objection Certificate from the respective college principal is required for eligible final semester students.

Pre-Qualification Criteria for Bidders

Bidders must meet the following key pre-qualification requirements:

1. The bidder must have a registered office in Karnataka.
2. The bidder must have valid GST registration and PAN.
3. The bidder must be a Partnership, Private Limited Company or Public Limited Company registered under the appropriate act.
4. The bidder must have minimum average annual turnover of ₹784 lakh for FY 2022-23, 2023-24 and 2024-25.
5. The bidder must have trained at least 250 candidates in Karnataka in future skills courses such as AI/ML, Cyber Security, Cloud Computing or IoT in two years out of the last three financial years under government-sponsored skill projects.
6. The bidder must be registered under Skill India Digital Hub (SIDH) / Karnataka Skill Development Corporation with at least five registered training centres in Karnataka.
7. The bidder must be a technology partner of a Government of India research and development / scientific organisation engaged in future skills training and must have executed training programs under such organisation in the last three years.
8. The bidder must have executed at least two skill projects for Government of Karnataka / Government of India in two years out of the last three years, providing classroom and hostel facilities with food and accommodation for at least 250 candidates.
9. The bidder must not have been blacklisted by any government organisation.
10. Joint Venture / Consortium is not eligible to apply.

Technical Evaluation Criteria

The tender follows a QCBS-based evaluation model with 80% weightage for technical score and 20% for financial bid. Bidders must score a minimum of 80 marks out of 100 in technical evaluation to qualify for opening of the financial bid.

Financial Criteria

The bidder must have a minimum average annual turnover of ₹784 lakh during the last three financial years: 2022-23, 2023-24 and 2024-25.

The bidder is required to submit:

1. Turnover certificate with UDIN certified by Chartered Accountant.
2. Audited financial statements including Profit & Loss Account and Balance Sheet.
3. Income Tax Returns for FY 2022-23, 2023-24 and 2024-25.

No specific net worth requirement has been mentioned in the reviewed tender document.

Tender Fee and EMD

EMD payment must be made as a single transaction through e-Payment mode. Part payments may be liable for rejection.

Submission Guidelines

1. Bids must be submitted online only through the Karnataka Public Procurement Portal.
2. The tender follows a two-cover system: Technical Bid and Financial Bid.
3. All required documents must be uploaded in the prescribed slots on the e-Procurement portal.
4. Conditional tenders are liable for rejection.
5. Bids submitted without proper EMD may be rejected.
6. Financial bid format should be followed as prescribed.
7. The selected bidder must execute an agreement within 7 days from receipt of the Letter of Acceptance.
8. The successful bidder must not sublet the contract.

Payment Terms

Payment will be made in three phases based on training progress and required documentation:

A minimum attendance of 80% is compulsory for candidates.
