Scope of Work
The selected Project Implementation Agency / Training Provider will be responsible for conducting a residential future skills training program for approximately 300 minority candidates in Bengaluru. The program will be delivered offline through classroom-based training.
The scope includes:
- Mobilisation, counselling and registration of eligible candidates through the KMDCL online portal.
- Orientation of selected candidates.
- Delivery of offline classroom-based training for approximately 400 hours.
- Training duration of around 3 months, with approximately 6.5 hours of training per day.
- Residential arrangements including accommodation and three meals per day.
- Training in advanced technology areas including AI/ML, Cloud Computing, Cyber Security, Data Analytics, Power BI, AI Productivity Tools and Apple Certification courses.
- Soft skills, aptitude training, career guidance and project work aligned with industry requirements.
- Assessment and certification through C-DAC, Government of India.
- Use of C-DAC approved faculties for training delivery.
- Placement support to assist candidates in securing meaningful employment.

Beneficiary Eligibility
The program is intended for minority community candidates who meet the following conditions:
- Age limit: 20 to 25 years on the date of enrolment.
- Candidate must belong to the minority community.
- Karnataka residence is required through valid Aadhaar.
- Family income should be less than ₹6 lakh per annum.
- Candidates must meet course-specific academic qualifications.
- No Objection Certificate from the respective college principal is required for eligible final semester students.
Pre-Qualification Criteria for Bidders
Bidders must meet the following key pre-qualification requirements:
- The bidder must have a registered office in Karnataka.
- The bidder must have valid GST registration and PAN.
- The bidder must be a Partnership, Private Limited Company or Public Limited Company registered under the appropriate act.
- The bidder must have minimum average annual turnover of ₹784 lakh for FY 2022-23, 2023-24 and 2024-25.
- The bidder must have trained at least 250 candidates in Karnataka in future skills courses such as AI/ML, Cyber Security, Cloud Computing or IoT in two years out of the last three financial years under government-sponsored skill projects.
- The bidder must be registered under Skill India Digital Hub (SIDH) / Karnataka Skill Development Corporation with at least five registered training centres in Karnataka.
- The bidder must be a technology partner of a Government of India research and development / scientific organisation engaged in future skills training and must have executed training programs under such organisation in the last three years.
- The bidder must have executed at least two skill projects for Government of Karnataka / Government of India in two years out of the last three years, providing classroom and hostel facilities with food and accommodation for at least 250 candidates.
- The bidder must not have been blacklisted by any government organisation.
- Joint Venture / Consortium is not eligible to apply.
Technical Evaluation Criteria
The tender follows a QCBS-based evaluation model with 80% weightage for technical score and 20% for financial bid. Bidders must score a minimum of 80 marks out of 100 in technical evaluation to qualify for opening of the financial bid.

Financial Criteria
