Scope of Work

The selected service provider will be responsible for conducting and supporting the Chilka Lake Mouth Sailing Camp for trainees and staff at INS Chilka. The scope includes arranging boats, safety equipment, refreshments, venue setup, temporary facilities, lighting, generators, printed material and other camp logistics.

The major scope components include:

1. Boat and Marine Support

The bidder must provide safety-cum-passenger boats with coxswain and crew for the sailing expedition. The boats should have the required seating capacity, life-saving capacity, engines, shallow-water operation capability, life-saving devices, rescue lines, lights and shapes as per IRPCS norms.

The scope also includes providing a passenger boat for recce prior to the sailing camp, equipped with crew and required operational specifications.

2. Refreshments for Participants

The service provider must arrange refreshments for approximately 600 trainees, 50 instructors and 30 support staff. The refreshment items include packaged food and beverages such as chocolates, water bottles/cans, packaged fruit juice, roasted peanuts and chips as per the quantities mentioned in the RFP.

3. Sailing and Safety Equipment

The bidder must arrange required camp equipment, including DG whalers-related arrangements, red and green lights, waterproof batteries, wiring, high-luminance torches, bells for sound signalling, multi-braided ropes/lines and other related items required for safe and smooth conduct of the sailing camp.

4. Venue Setup and Camp Arrangements

The selected bidder must arrange venue setup services such as booking/marking camp areas, cordoning and fencing, tents for trainees/instructors/support staff, parking arrangements, portable washrooms, water and lighting arrangements, vegetation cleaning, hygienist services, waterproof shamiyana, ceremonial point setup and other site arrangements.

5. Power and Printing Support

The scope also includes arranging portable diesel generators of various capacities, printing banners on quality flex sheets and printing certificates on photo paper as per the quantity specified in the RFP.

Pre-Qualification Criteria

Bidders should be registered and eligible service providers on the GeM portal. The bidder must be capable of executing similar event, camp, marine support, training logistics or venue management work. The tender requires experience in same or similar services and financial capability as defined in the GeM bid.

Bidders must ensure that all technical, financial and statutory documents are uploaded correctly on GeM. Any bidder seeking exemption from turnover or experience criteria must upload valid supporting documents.

Eligibility Criteria

Eligible bidders must meet the following conditions:

1. Must be registered on GeM as a seller / service provider.
2. Must have experience in same or similar services for the required period.
3. Must have the minimum average annual turnover prescribed in the bid.
4. Must submit documentary evidence for experience and turnover.
5. Must comply with GeM General Terms and Conditions, RFP conditions and buyer-specific ATC requirements.
6. MSEs and Startups may claim relaxation from turnover and experience criteria as per applicable GeM rules, subject to valid supporting documents.
7. Traders are not eligible for EMD exemption under MSE category for services unless they qualify as service providers as per applicable rules.
8. The bidder must comply with statutory, tax, safety and contract requirements applicable to the service.

Financial Criteria

The minimum average annual turnover required for the bidder is ₹2 lakh for the last three financial years. Bidders must upload documentary evidence such as audited balance sheets or a certificate from a Chartered Accountant / Cost Accountant indicating turnover details for the relevant period.

8. Ensure bid validity of 120 days from the bid end date.
9. Verify all documents before final submission, as incomplete or non-compliant bids may be rejected.
