Scope of Work
The scope of work includes day-to-day operation and maintenance of the water filtration plant / Iron Removal Plant at NSTI for Women, Agartala, Tripura for 12 months.
The selected contractor will be responsible for:
- Routine checking, maintenance, operation and upkeep of the complete Iron Removal Plant.
- Operation and maintenance of allied equipment connected with the water filtration system.
- Periodic cleaning of aeration chambers, sedimentation tanks, filter chambers, channels and related structures.
- Supply and safe dosing of consumable chemicals such as alum, chlorine and soda ash.
- Backwashing of filter tanks as required.
- Operation and minor repairs of wheel valves, non-return valves, gate valves and regulating valves.
- Regular cleaning of the plant premises, including removal of grass, shrubs and unwanted vegetation.
- Deployment of one worker per shift for 8 hours daily, including half-hour break.
- Submission of treated/supplied water quality testing reports once every three months during the contract period.
- Bearing the cost of water quality testing and routine mechanical, electrical, operation and maintenance requirements.
Pre-Qualification Criteria
Bidders should be approved and eligible category contractors of CPWD. The contractor’s CPWD enlistment must remain valid on the last date of bid submission. If the bid submission date is extended, eligibility will still be assessed with reference to the original submission date.
The bidder must also have:
- Valid CPWD enlistment order.
- Valid Class-III Digital Signature Certificate for online bid submission.
- Registration on the CPWD e-tendering portal / TenderWizard platform.
- Required EMD submission proof.
- Required statutory registrations and documents as per NIT.
- Ability to execute day-to-day plant operation and maintenance services as per CPWD specifications and Engineer-in-Charge directions.
Eligibility Criteria
The tender is open to eligible CPWD contractors who fulfil the following requirements:
- Must be an approved and eligible contractor of CPWD.
- Must possess valid enlistment on the bid submission date.
- Must submit the bid online within the prescribed time.
- Must deposit the original EMD within the bid submission period.
- Must upload scanned copies of EMD proof and other mandatory documents.
- Must quote the percentage rate as required in the online financial bid.
- Must not leave the mandatory rate/percentage columns blank; blank rate fields may be treated as zero and may make the bid invalid.
- Must comply with CPWD conditions, General Conditions of Contract, additional specifications and Schedule of Quantity.

Submission Guidelines
Bidders must submit their bids online through the CPWD e-tendering system. The tender documents can be viewed and downloaded free of cost from the CPWD / TenderWizard platform.
Important submission requirements include:
- The bidder must submit the financial bid online before the deadline.
- The original EMD must be deposited either with the office of the Assistant Engineer inviting bids or the division office of any Executive Engineer, CPWD, within the bid submission period.
- Scanned copies of EMD and all mandatory documents must be uploaded on the e-tendering portal.
- The bidder must upload the receipt for deposition of original EMD.
- Documents can be uploaded in PDF or JPG format.
- The contractor must have a valid Class-III Digital Signature Certificate.
- The lowest bidder may be required to submit certified physical copies of uploaded documents within one week, as per tender conditions.
- Conditional bids, incomplete submissions, missing EMD, discrepancy between uploaded and physical documents, or non-compliance with tender conditions may lead to rejection.
