Scope of Work

The tender covers the design, installation and maintenance of an Educational Lab/Centre – ICT Lab at Maa Shakumbhari University, Saharanpur. The major components include:

Pre-Qualification and Eligibility Criteria

Bidders should carefully review the GeM bid and ATC before submission. Based on the uploaded documents, the key eligibility requirements include:

1. The bidder must have a minimum average annual turnover of ₹70 lakh during the last three financial years.
2. The bidder must submit ITRs for the last three consecutive years.
3. Audited balance sheets for the last three financial years must be submitted with UDIN and certification by a Chartered Accountant.
4. The bidder must have at least 3 years of past experience in same/similar services.
5. Similar service experience must be supported by relevant contracts/work orders.
6. The bidder/OEM must provide Manufacturer Authorisation Form / OEM certificate with OEM details.
7. The bidder/OEM should not be blacklisted by Central Government, State Government, PSU, PSB, university or any other organisation during the last three years.
8. A non-blacklisting affidavit on ₹100 stamp paper is required.
9. The bidder/OEM must have a functional service centre in the consignee state/location for warranty and service support, or must establish one within 30 days of award of contract if not already available.
10. Dedicated/toll-free support number and escalation matrix for service support must be provided.
11. OEM should have experience in selling/manufacturing similar products.
12. OEM should submit purchase order copies for sale and supply of products during the last 5 years.
13. OEM should have valid BIS licence made in India for manufacturing the tendered items, wherever applicable.
14. Required certifications may include ISO 9001, ISO 50001, ISO 14001, ISO 45001, SA8000, BIFMA, GMP, BIS and factory licence, as applicable in the ATC.

Submission Guidelines

The bid must be submitted online through the Government e-Marketplace portal. It is a two-packet bid, meaning bidders must submit technical and financial details as per GeM requirements.

Bidders must upload all required documents, including experience documents, turnover proof, OEM authorisation, certificates requested in ATC, OEM annual turnover documents and additional documents requested in the bid/ATC. Bidders seeking any exemption must upload valid supporting documents for evaluation by the buyer.

The bid is subject to total value-wise evaluation and reverse auction. Reverse auction is enabled with H1-Highest Priced Bid Elimination. Technical clarification time allowed during evaluation is 2 days.
