Scope of Work

The scope covers delivery of RPC & Train the Trainer (TTT) programme including 20 hours additional dual flying as a fixed package. The training is expected to be delivered in line with DGCA-authorised requirements for small class, rotorcraft category remote pilot training and instructor-level training.

Main Training Components

The service provider is expected to conduct:

1. DGCA Authorised Small Class, Rotorcraft Category Remote Pilot Instructor Course Training
   1. Drone platform to be at least a Hexacopter Drone.
   2. Drone should have valid Type Certification and UIN.
   3. Maximum All-Up Weight requirement indicated as 24.9 kg.
   4. Master-slave configuration required.
   5. Course content to follow applicable DGCA DTC requirements.
2. Ground Training
   1. Technical theoretical knowledge instruction.
   2. Lesson planning and classroom instructional skill development.
   3. Teaching and learning instruction for trainers.
   4. Training philosophies, applied instruction techniques, airborne instruction techniques, student evaluation, programme development, limitations, emergency handling, mock session, and training administration.
3. Simulator Training
   1. Simulator familiarisation for normal, abnormal, and emergency conditions.
   2. Instructor pilot practice under supervision.
   3. Manoeuvres including circuit flying, square, circles, figure of eight, disorientation, and recovery.
4. RPAS Practical Flying Training
   1. Phase-wise practical flying for instructor-level training.
   2. Master instructor supervision.
   3. Handling of normal, abnormal, and emergency conditions.
   4. Final test of trainee instructor pilot.
5. Remote Pilot Course Training
   1. DGCA-authorised small class rotorcraft remote pilot training.
   2. Theory training, simulator training, and practical flying training.
   3. Minimum duration indicated as 15 days.
6. Special Workshop for Students
   1. Use of electro-optic payload on micro drones.
   2. Surveillance mission planning.
   3. EO payload operations on micro drone-type certified systems.
   4. Record keeping and documentation.
   5. Workshop duration not less than one day.
   6. Workshop to be conducted at no additional cost.

Eligibility and Pre-Qualification Criteria

Bidders must be eligible service providers on GeM and should be capable of delivering advanced drone training services as per the technical requirements. The bid requires experience in similar services and submission of relevant certificates and turnover documents.

Minimum Experience

The bidder must have 3 years of past experience in same or similar services. Similar service experience is required.

Similar Work Experience Criteria

The bidder should have successfully executed or completed similar services over the last three years, including the current financial year and the last three financial years, based on one of the following criteria:

MSE and Startup Relaxation

Relaxation in experience and turnover criteria is available for eligible MSEs and DPIIT-recognised Startups, subject to submission of valid supporting documents and compliance with technical and quality requirements.

MSE Purchase Preference

MSE purchase preference is applicable. MSE service providers quoting within the applicable price band may be given an opportunity to match L1 price as per GeM provisions and purchase preference rules.

Financial Criteria

Tender Fee and EMD

The bid document indicates that EMD is not required. No tender fee or bid participation fee is mentioned. Since this is a GeM bid, bidders should submit their bids online through the GeM portal as per the bid conditions.

Although the bid-specific terms contain a generic clause about submission of EMD through Account Payee Demand Draft in favour of the Commanding Officer, 2 RAJ RIF, payable at SBI Panzgam, the main EMD field in the bid details states “Required: No.” Therefore, for public information purposes, EMD should be treated as not applicable, unless later amended through corrigendum.

Submission Guidelines

Bidders should submit the proposal online through the GeM portal before the bid closing date and time. The bid is a Two Packet Bid, meaning technical and financial details must be submitted separately as per GeM requirements.

Important submission points:

1. Submit the bid online through GeM only.
2. Upload all certificates and documents requested in the bid, ATC, and any corrigendum.
3. Submit experience documents and bidder turnover documents.
4. Submit supporting documents if claiming MSE or Startup relaxation.
5. Price details should be entered in the financial bid section only.
6. Technical clarifications may be sought during evaluation, and the allowed clarification time is 2 days.
7. Bidders should ensure that they meet all DGCA/course-related technical requirements.
8. The service provider must have an office in the state of the consignee and upload documentary evidence.
9. Bidders must upload an undertaking confirming that they are not under liquidation, court receivership, similar proceedings, or bankruptcy.
10. The bidder should comply with applicable labour laws, GeM terms, and procurement rules.
11. The buyer may increase or decrease the contract quantity or duration up to 50% at the time of contract issue, as per the option clause.
