Scope of Work

The selected contractor will be responsible for the complete repair, refurbishment and reclamation of the separator body and scraper chamber of BHEL Make Coal Mill XRP 803 installed at Unit 2 of Raichur Thermal Power Station.

The scope includes transportation of worn-out separator body and scraper chamber from RTPS, including loading, unloading, packing, insurance and return transportation. The contractor must remove worn-out body plates and replace them with new 30 mm HARDOX 500 Sweden make plates. Welding is required to be carried out using special-purpose welding rods of L&T, Diffusion or equivalent make.

The agency must also undertake drilling, tapping, machining, blue matching, flange repair, replacement of damaged portions, provision of body liners, hard-facing works, heat-resistant painting, and proper site fitment and assembly. The bidder is responsible for providing required HT and MS fasteners for the assembly of separator body and scraper body.

Testing activities such as blue matching, ultrasonic testing (UT), dye penetrant testing (DPT), and stress relieving after welding are also part of the bidder’s scope. KPCL will carry out two-stage inspection: first after removal of worn-out parts and second after final completion of the refurbishment work.

Pre-Qualification and Eligibility Criteria

The intending bidder must meet the minimum qualifying requirements prescribed in the tender document. The bidder should have successfully completed, as a prime contractor, at least one similar work involving complete repair, refurbishment or reclamation of coal mill separator body with scraper body of XRP 763 / 803 / 903 coal mill in a boiler of 200 MW or above capacity in any thermal power plant or station.

The minimum value of such similar work should be not less than ₹21.60 lakh in any one of the preceding five financial years, namely FY 2021-22, 2022-23, 2023-24, 2024-25 and 2025-26. The bidder must upload a single work order and corresponding work done certificate issued by a competent authority.

Joint ventures are not acceptable under this tender. Bidders should also not be under any declaration of ineligibility for corrupt or fraudulent practices issued by the Government of Karnataka.

Financial Criteria

The bidder should have achieved an average annual financial turnover of ₹43.20 lakh in at least two years during the last five financial years, namely FY 2021-22 to FY 2025-26. Documentary proof must be submitted in the form of certified Profit & Loss Account statements or turnover certificates duly certified by a Chartered Accountant.

The successful bidder must also furnish a performance guarantee / security deposit equivalent to 5% of the contract value at the time of executing the agreement. In case of an unbalanced tender, additional security deposit may be applicable as per KTTP rules.

No advance payment will be made. Payment will be released after completion of work and submission of bills with required supporting documents, subject to statutory deductions and KPCL procedures.

Tender Fee and EMD

The tender fee is ₹920 and the Earnest Money Deposit is ₹73,200. The EMD must be paid online through the e-procurement portal using Credit Card, Direct Debit, NEFT, or Over the Counter payment through designated ICICI Bank branches.

EMD payment must be made as a single transaction. Part payments are liable for rejection. The tender document states that registration with any other authority does not automatically entitle the bidder to exemption from payment of EMD.

Submission Guidelines

Bidders must submit their bids only through the Government of Karnataka e-procurement portal. The tender follows a two-cover system comprising technical bid and financial bid. Rates must be quoted item-wise in the e-portal price schedule. Bids submitted in any other format may not be considered for evaluation.

Only those bidders whose technical bids satisfy the eligibility criteria and who upload all required documents will be considered for opening of financial bids. All corrigenda, clarifications, modifications and corrections will be published on the e-procurement website only. Bidders should regularly check the portal before submission.
