Scope of Work

The scope of work includes implementation of DDU-GKY 2.0 projects in Madhya Pradesh for rural youth skill development, certification, and placement. Selected agencies will be expected to undertake candidate mobilization, residential training, certification, placement facilitation, and post-placement compliance as per DDU-GKY 2.0 Guidelines and Standard Operating Procedures.

The project focuses on employment-oriented skill training in sectors aligned with current and future market demand. Priority will be given to sectors and trades that support emerging employment opportunities and avoid oversupply in traditional trades.

Key responsibilities include:

1. Mobilization and selection of eligible rural youth, with priority for SC/ST belts, aspirational districts, tribal districts, persons with disabilities, and other marginalized groups.
2. Implementation of only residential training courses in Madhya Pradesh under DDU-GKY 2.0.
3. Ensuring availability of infrastructure and resources for starting batches on or before 30 September 2026.
4. Conducting training courses with a minimum duration of 576 hours and maximum duration of 2304 hours.
5. Ensuring course content is aligned with NSQF and certified by NCVET, SSC, or other accredited agencies notified by MoRD / Government of India.
6. Including mandatory modules of 180 hours on soft skills, life skills, English communication, and information technology.
7. Facilitating wage employment, self-employment, or gig employment for trained candidates.
8. Ensuring placements meet the minimum employment duration norms prescribed under DDU-GKY 2.0.

Pre-Qualification Criteria

Applicants must comply with the eligibility criteria prescribed under Chapter 7 of DDU-GKY Guidelines 2.0. Agencies must also follow the DDU-GKY 2.0 SOP, Captive Employer Guidelines, and all applicable MoRD notifications.

Key pre-qualification requirements include:

1. Applicant should be an eligible Project Implementation Agency under DDU-GKY 2.0.
2. Agency should have a valid Permanent Registration Number under DDU-GKY 2.0 from MoRD.
3. Applicant must submit the proposal through the official integrated MoRD portal.
4. Captive employers must comply with the eligibility criteria mentioned in MoRD Notification 18/2020 dated 06 October 2020.
5. The proposed trades / QPs must be valid on the SIDH portal for the entire project duration.
6. The agency must be capable of implementing residential training in Madhya Pradesh.
7. The agency must comply with placement, certification, training duration, and reporting requirements under DDU-GKY 2.0.

Eligibility Criteria

Eligible applicants include PIAs and captive employers meeting the requirements of DDU-GKY 2.0. Captive employers must follow a two-step approval process, starting with state-level project screening followed by MoRD / CTSA review and approval.

For captive employer projects, the employer must ensure wage employment for at least 70% of trained candidates within its own organization or subsidiaries, with each placement lasting for a minimum period of six months.

Submission of an application does not guarantee allocation of targets. The competent authority reserves the right to accept or reject applications based on budget availability, sector preferences, district coverage, and available targets.

Financial Criteria

Submission Guidelines

Applicants must submit their proposals through the official MoRD online portal at kaushal.rural.gov.in. All required documents for initial screening and qualitative appraisal must be uploaded at the time of application submission.

Important submission instructions include:

1. Applications must be submitted on or before 21 June 2026.
2. Late submissions will not be considered.
3. Incomplete proposals will be rejected outright.
4. Applicants must upload all required documents during the application submission stage.
5. Once submitted, alterations or modifications to documents are not permitted.
6. Agencies clearing the initial screening must submit the quality appraisal fee within 7 days.
7. Submission of application does not guarantee allocation of targets.
