Scope of Work

The scope of work includes empanelment of eligible training agencies, organizations and industries to impart skill development training courses under ASAP Kerala. Applicants may propose skill courses through the prescribed format, including details such as course name, sector, NSQF / Non-NSQF category, NSQF level, QP code, course duration, and certification awarding body.

Applicants interested in offering NSQF-aligned courses should note that ASAP Kerala will consider NSQF courses only at Level 4 and above.

Training delivery may be proposed through online, offline or hybrid mode, as applicable. Applicants may also provide internship support through consent letters from relevant industries or firms.

Eligibility Criteria

Applicants must submit complete and accurate information in the prescribed formats. The application should be clear, concise and supported by documentary evidence.

ASAP Kerala may disqualify an applicant in case of misleading information, false representation, poor performance, incomplete documentation, failure to provide clarification, blacklisting by government agencies, or any attempt to influence the evaluation process.

The applicant should not have any conflict of interest with ASAP Kerala officials involved in the preparation, evaluation, selection or supervision process.

Financial Criteria

No financial proposal is required at the EoI submission stage. However, applicants are required to submit a Chartered Accountant certificate showing the average turnover through skill training programmes for the last five years before the date of publication of the advertisement.

Submission Guidelines

Applicants must submit the Expression of Interest online through the ASAP Kerala website. Any deviation from the prescribed format or use of any other mode of application may not be considered.

Applicants must upload all required documents online. No hard copy of the documents is required to be sent to the ASAP Kerala office. The templates and forms are available through the ASAP Kerala website.

The application must be submitted in English. Any supporting documents in another language should be accompanied by a certified English translation.

Evaluation and Empanelment Process

ASAP Kerala will evaluate applications based on the clarity of submission, relevance of proposed courses, applicant expertise, trainer profile, previous skill training experience and supporting documents.

Empanelment is not automatic. Mere fulfilment of qualifications and experience requirements does not guarantee empanelment. ASAP Kerala reserves the right to accept or reject any application without assigning reasons.

Existing partners may be considered for continued engagement only if their past performance is formally documented and assessed as satisfactory.
