Scope of Work

The selected service provider will be responsible for conducting electrician and plumber training for youth in the specified villages of Jammu & Kashmir. The training programme is intended to support local youth through skill development and practical exposure.

The scope includes:

  1. Conducting electrician and plumber training for youth at Targwal, Ambaran and Sunail villages.
  2. Training duration of 30 days as per the specification document.
  3. Training approximately 10 youth participants from the specified villages.
  4. Providing qualified trainers with relevant ITI, diploma or certification in electrician/plumbing trade.
  5. Ensuring the trainer has minimum field experience as specified in the document.
  6. Conducting theory and practical sessions with at least 60% practical exposure.
  7. Providing tools, equipment, consumables and training aids required for practical training.
  8. Organising weekly assessment, final theory and practical evaluation.
  9. Issuing certificates to successful trainees as per the stated certification arrangement.
  10. Providing post-training guidance on self-employment opportunities for one month after completion.
  11. Maintaining attendance records, daily training reports with photographs, assessment reports and final completion report.

Training Coverage

Electrician Module

The electrician training module should cover electrical safety, use of electrical tools, house wiring, wiring accessories, installation of switches, sockets, MCBs and distribution boards, earthing, electrical maintenance, energy conservation and safety standards. Practical exposure and on-the-job training at construction sites are also included.

Plumber Module

The plumber training module should include plumbing tools and equipment, pipe cutting, threading and joining, installation of water supply systems, fitting of taps, valves and sanitary fixtures, drainage and sanitation systems, maintenance, troubleshooting and on-the-job practical training.

Training Infrastructure and Material

The service provider must arrange the required infrastructure and seating arrangements, including chairs, tables, whiteboard/display board, electricity and water facility, covered training area with adequate lighting and ventilation, and flex with frame. All tools, equipment, consumables and training aids must be new, safe and serviceable.

Pre-Qualification Criteria

Bidders should meet the following major pre-qualification requirements:

  1. The bidder or OEM should have experience in same or similar services/products for the required period.
  2. Relevant contracts and acceptance certificates/CRAC or equivalent proof should be uploaded.
  3. Bidder should meet the minimum average annual turnover requirement.
  4. OEM should meet the minimum average annual turnover requirement, wherever applicable.
  5. Bidder should satisfy past performance requirements.
  6. Bidder should not have been blacklisted or terminated by any Central or State Government department.
  7. Bidder should preferably have working experience and capability in government organisations.
  8. For MSE purchase preference, bidders must have valid Udyam registration and must be eligible as service providers under applicable procurement rules.

Eligibility Criteria

Eligible bidders may include training agencies, vocational training providers, service providers, institutes or firms with relevant capability in electrician/plumber training. The bidder should have suitable trainers, tools, practical training arrangements, assessment capability and documentation systems.

Bidders must ensure compliance with GeM terms, buyer-added terms and applicable labour laws. Any bidder from a country sharing a land border with India must comply with GeM GTC requirements relating to registration with the competent authority.

Financial Criteria

The bidder must have a minimum average annual turnover of ₹1 lakh during the last three financial years. The OEM turnover requirement is also ₹1 lakh for the last three years. Submission Guidelines
