Scope of Work The selected bidder will be responsible for providing food, catering, accommodation and related arrangements for residential and non-residential training programmes, meetings and workshops conducted by District Health Society, Karauli. The scope includes: Providing daily tea, breakfast, lunch, dinner and special diet items as required for residential training participants. Providing food arrangements for non-residential training programmes, including tea, breakfast and working lunch. Providing accommodation for training participants, including rooms with attached toilets and bathrooms, beds, bedding, bed sheets, coolers or fans according to weather conditions, daily cleaning and drinking water arrangements. Providing arrangements for ASHA residential trainings, including ASHA Module 6, induction training, HBYC training and other ASHA-related training programmes. The scope may include stay, breakfast, tea, working lunch, post-lunch refreshments, dinner and milk for trainee babies wherever required. Providing special food packets for district-level meetings or workshops, as per departmental requirements. Providing hall arrangements for training sessions, including seating facilities for 50 to 100 participants, subject to prescribed space and infrastructure requirements. Providing breakfast/snacks and packed refreshment items such as tea, coffee, buttermilk, lassi, roasted snacks, biscuits and other permitted items as per the rate schedule. Ensuring adequate fire safety arrangements, security arrangements, participant register, hygienic kitchen practices and overall quality of food and accommodation services. Indicative BOQ / Rate Categories Bidders are required to quote rates in the prescribed BOQ format only. Payment will be made based on the number of actual participants present and as per the approved quoted rates, subject to departmental verification. Pre-Qualification Criteria Bidders should meet the following pre-qualification requirements: The bidder must be a registered firm, proprietorship, partnership, private entity, hotel, restaurant, marriage garden, guest house or similar service provider eligible to provide food and accommodation services. The bidder must submit firm registration documents or ownership / lease / rent / agreement documents for the proposed premises. The bidder must have valid GST registration and must submit GST return-related documents as required. The bidder must have a valid food safety licence. The bidder must submit proof of fire safety equipment in working condition, along with photographs and installation report. The bidder must provide details of bank account and passbook copy. The bidder must submit a self-declaration confirming that the firm has not been debarred or blacklisted by any office or department. The bidder must agree to comply with the code of integrity, no conflict of interest declaration and other RTPP Act-related declarations. The bidder’s proposed premises may be physically verified by the committee before technical qualification. Financial Eligibility Criteria
Eligibility Criteria Eligible bidders should be capable of providing hygienic and timely food, accommodation and training-related facilities within Karauli district as required by the District Health Society. The bidder should have adequate infrastructure, manpower, kitchen facilities, accommodation facilities and service capacity to support residential and non-residential training batches. The proposed training venue should preferably have suitable halls, seating facilities, accommodation rooms, attached toilets and bathrooms, cooling or ventilation arrangements, cleaning facilities and safe drinking water. The document also indicates that the venue may require multiple halls and sufficient rooms for training participants. Bidders must ensure food quality, cleanliness, safety and service continuity throughout the contract period. Any failure in service delivery, quality compliance or timely supply may result in penalty, forfeiture of security or cancellation of contract as per tender conditions. Submission Guidelines Bidders must submit the technical bid and financial bid through the Rajasthan e-Procurement portal. The financial bid must be submitted only in the prescribed BOQ format. All rates should be quoted clearly and all required fields should be filled. The tender document should be signed and sealed on every page. The bidder should avoid overwriting or cutting in the quoted rates. If any correction is made, it should be clearly signed with date. Rates should be quoted in both figures and words wherever required. Bidders must upload all required technical documents along with the bid. The registration fee receipt must be submitted by the prescribed deadline. Incomplete bids, unsigned documents, missing declarations or non-submission of required certificates may lead to rejection. Only technically qualified bidders will be considered for financial bid evaluation.
