Scope of Work
The selected Project Implementing Agencies will be responsible for implementing DDU-GKY 2.0 skill development projects in Jharkhand. The broad scope includes:
- Mobilisation and skilling of rural poor youth under DDU-GKY 2.0.
- Delivery of training as per approved Qualification Packs, National Occupational Standards, and DDU-GKY 2.0 guidelines.
- Ensuring placement-linked training with focus on wage employment, self-employment, and gig employment.
- Providing support for self-employment through credit linkage with banks.
- Implementing training in sectors aligned with the agency’s core business expertise and state-level skill gap requirements.
- Encouraging captive employment models, especially from industries and employers.
- Ensuring verifiable placement outcomes through valid proof such as bank statements, salary transfers, service charge records, or income proof.
- Complying with MoRD, JSLPS, DDU-GKY 2.0 guidelines, SOPs, notifications, and orders issued from time to time.

Pre-Qualification Criteria
Eligible applicants should be registered Project Implementing Agencies holding a valid PRN number allotted by the Ministry of Rural Development (MoRD) under DDU-GKY 2.0.
The applicant should fall under one of the permitted categories, including:
- Captive Employers.
- Existing PIAs having DDU-GKY experience with more than 50% placement.
- Skilling agencies without prior DDU-GKY experience.
- Start-ups for skilling recognized by the competent authority under the Government of India.

Non-Eligibility Conditions
The following applicants are not eligible:
- Existing PIAs having recovery proceedings under DDU-GKY anywhere in India.
- Existing PIAs unable to place at least 50% of trained candidates under DDU-GKY.
- Agencies whose key managerial personnel were earlier associated with defaulting PIAs.
- Sister concerns or subsidiaries of organizations against whom recovery action has been initiated.
- Agencies having directors involved in earlier defaulting DDU-GKY agencies.
- Agencies blacklisted by the Government of Jharkhand.
- Consortium-based applications.

Submission Guidelines
Interested and eligible PIAs must submit their proposals online through the MoRD portal:
https://kaushal.rural.gov.in
Applicants must also pay the non-refundable application fee of ₹29,500, including GST, at the time of submission. After initial screening, shortlisted applicants will be asked to deposit the qualitative appraisal fee of ₹1,47,500, including GST.
Applicants are advised to carefully read the DDU-GKY 2.0 guidelines before filling the online application form. The appraisal of proposals will be conducted through the IT platform provided by the Ministry of Rural Development only.
