Scope of Work

The selected Project Implementing Agencies will be responsible for implementing DDU-GKY 2.0 skill development projects in Jharkhand. The broad scope includes:

1. Mobilisation and skilling of rural poor youth under DDU-GKY 2.0.
2. Delivery of training as per approved Qualification Packs, National Occupational Standards, and DDU-GKY 2.0 guidelines.
3. Ensuring placement-linked training with focus on wage employment, self-employment, and gig employment.
4. Providing support for self-employment through credit linkage with banks.
5. Implementing training in sectors aligned with the agency’s core business expertise and state-level skill gap requirements.
6. Encouraging captive employment models, especially from industries and employers.
7. Ensuring verifiable placement outcomes through valid proof such as bank statements, salary transfers, service charge records, or income proof.
8. Complying with MoRD, JSLPS, DDU-GKY 2.0 guidelines, SOPs, notifications, and orders issued from time to time.

Pre-Qualification Criteria

Eligible applicants should be registered Project Implementing Agencies holding a valid PRN number allotted by the Ministry of Rural Development (MoRD) under DDU-GKY 2.0.

The applicant should fall under one of the permitted categories, including:

1. Captive Employers.
2. Existing PIAs having DDU-GKY experience with more than 50% placement.
3. Skilling agencies without prior DDU-GKY experience.
4. Start-ups for skilling recognized by the competent authority under the Government of India.

Eligibility Criteria

An applicant entity should be one of the following:

Non-Eligibility Conditions

The following applicants are not eligible:

1. Existing PIAs having recovery proceedings under DDU-GKY anywhere in India.
2. Existing PIAs unable to place at least 50% of trained candidates under DDU-GKY.
3. Agencies whose key managerial personnel were earlier associated with defaulting PIAs.
4. Sister concerns or subsidiaries of organizations against whom recovery action has been initiated.
5. Agencies having directors involved in earlier defaulting DDU-GKY agencies.
6. Agencies blacklisted by the Government of Jharkhand.
7. Consortium-based applications.

Financial Criteria

The RFP document does not specify minimum annual turnover, minimum net worth, or estimated project cost. Applicants should refer to DDU-GKY 2.0 guidelines and the online MoRD portal requirements for any additional financial documentation required during project application and appraisal.

Tender Fee, Application Fee and EMD

The application and qualitative appraisal fee must be paid through RTGS / NEFT in favour of “NIRDPR DDU-GKY”, payable at Hyderabad.

Submission Guidelines

Interested and eligible PIAs must submit their proposals online through the MoRD portal:

Applicants must also pay the non-refundable application fee of ₹29,500, including GST, at the time of submission. After initial screening, shortlisted applicants will be asked to deposit the qualitative appraisal fee of ₹1,47,500, including GST.

Applicants are advised to carefully read the DDU-GKY 2.0 guidelines before filling the online application form. The appraisal of proposals will be conducted through the IT platform provided by the Ministry of Rural Development only.

3. Trust deed / society registration / company incorporation / LLP registration / cooperative registration documents, as applicable.
4. NITI Aayog Darpan registration certificate for NGOs.
5. Proof that the organization is more than three years old, except start-ups.
6. Start-up recognition certificate, if applying as a start-up.
7. Details of previous DDU-GKY experience, if applicable.
8. Placement performance documents showing more than 50% placement, where applicable.
9. Declaration regarding no recovery proceedings under DDU-GKY.
10. Declaration regarding non-blacklisting by the Government of Jharkhand.
11. Details of directors / key managerial personnel and required declarations.
12. Documents supporting captive employment / employer linkage, if applicable.
13. Proposed sector, trade, job role and training plan.
14. District preference details and supporting documents, wherever required.
15. Documents for special category projects, if applicable.
16. Training centre and infrastructure-related documents as per DDU-GKY 2.0 guidelines.
17. Placement strategy and self-employment support plan.
18. Bank payment proof for application fee.
19. GST, PAN, and financial documents as required by the portal.
20. Authorization letter / board resolution for the person submitting the proposal.
21. Any other document required under DDU-GKY 2.0 guidelines or the MoRD portal.
