Scope of Work

The selected agency will be responsible for providing outsourced manpower services to the District Skill Development Office, Dharwad. The manpower requirement includes:

The deployed personnel must perform duties assigned by the office head with discipline, efficiency and responsibility. The engagement will be purely on an outsourced basis and will not be treated as permanent government employment.

Pre-Qualification and Eligibility Criteria

Eligible bidders should be officially registered agencies or firms capable of supplying manpower services. The agency must be recognized or registered with the Labour Department, wherever applicable.

The bidder must not be blacklisted by any State Government, Central Government, semi-government body or other public authority. A non-blacklisting affidavit is required as part of the submission.

The agency must comply with labour laws, EPF, ESI, GST, professional tax and other applicable statutory requirements. The tender also requires bidders to submit relevant registrations, returns, certificates and financial compliance documents.

Financial Criteria

The tender does not specify a separate minimum turnover or net worth threshold. However, bidders must submit financial and statutory compliance documents, including audit reports, income tax returns, GST documents and GSTR-3B filings.

The selected agency must be financially capable of paying staff salaries on time. The tender conditions state that the agency must pay deployed staff by the 5th day of every month and should be able to manage salary payments for up to three months even if departmental reimbursement is delayed due to fund availability.

The financial bid must include applicable components such as basic wages, VDA, EPF, ESI, service charge and GST. The service charge should not be less than 2%. GST will be applicable as per prevailing rules.

Tender Fee, EMD and Security Deposit

The tender fee is ₹500 and the Earnest Money Deposit is ₹32,084, payable through the e-procurement system. The EMD payment must be made as a single online transaction. Partial EMD payments may lead to rejection.

The successful bidder must also provide a security deposit equal to 5% of the total tender amount in the form of a bank demand draft in favour of the District Skill Development Officer, Dharwad.

Editorial Note: One document checklist page mentions Online EMD as ₹30,000, while the tender notice and portal details mention ₹32,084. For public publishing, ₹32,084 should be used as the primary EMD amount, with bidders advised to verify the final payable amount on the KPPP portal before submission.

Submission Guidelines

Bidders must submit their bids online through the Karnataka Public Procurement Portal. The tender follows a two-cover system, consisting of technical and financial bid documents.

All documents should be scanned clearly and uploaded on the e-procurement portal. Applications with incomplete or unclear documents may be rejected. The authority reserves the right to accept or reject bids after opening the financial bid.

Bidders must ensure that the tender processing fee and EMD are credited to the respective e-procurement receiving bank accounts before the last date and time of submission.
