Scope of Work

The scope of work covers procurement, deployment, optimization and support of Microsoft 365 and other Microsoft software licenses for Government of Maharashtra departments under the Enterprise Agreement.

Deployment, Training and Adoption Charges

The selected LSP will be required to supply licenses within 5 days of contract signing and Enterprise Agreement execution. The Enterprise Agreement should keep component prices fixed for 3 years. MahaIT should be able to add licenses during the contract period at fixed unit prices on a pro-rata basis and reduce certain licenses during annual anniversaries as per EA terms.

The bidder must deploy and configure data centre server-based licenses, assign Microsoft 365 user licenses, set up the Microsoft 365 Admin Portal, create a master tenant with Global Admin access, and enable centralized department-wise license management. The bidder is also required to provide training for administrators and end-users, including training on AD access, MFA, SSO, SSPR, device compliance, Office applications, SharePoint, Teams, OneDrive and Microsoft 365 Copilot.

Additional Scope and Support Requirements

The selected bidder must support deployment of Hybrid Active Directory, MDM/MAM, identity and access management, patch management and asset management as per MahaIT requirements. Since Microsoft 365 Copilot adoption is a key objective, the bidder must coordinate with Microsoft and submit a detailed training, handholding and adoption plan for Copilot users.

Post-deployment support, escalation matrix, SLA reporting and coordination with Microsoft are also required. The bidder must ensure data protection, data residency within India, encryption at rest and in transit, compliance with applicable Government of India and Government of Maharashtra norms, and audit readiness.

Registered office in Maharashtra or undertaking to establish one within 15 days of work order

Blacklisting

Bidder and partners/directors must not be blacklisted, debarred or banned by any Government department or PSU

Financial Criteria

The bidder must demonstrate strong financial capacity. The RFP requires a standalone average annual turnover of at least ₹500 crore during the last three financial years and positive net worth in each of these years. In addition, the bidder must have an average annual turnover of at least ₹200 crore from Microsoft software licensing business, including M365, in India during FY 2022-23, FY 2023-24 and FY 2024-25.

Audited financial statements and Statutory Auditor / Chartered Accountant certificates with UDIN are required as documentary proof.

Submission Guidelines

Bids must be submitted online under the two-cover system. Physical or email submissions will not be accepted, except where original instruments such as Demand Drafts or Bank Guarantees are specifically required.

Cover 1: Pre-Qualification and Technical Bid

Cover 1 should include the bid covering letter, bidder profile, tender fee and EMD proof or Bid Security Declaration, pre-qualification compliance documents, technical proposal, solution architecture, deployment approach, security and DR approach, FinOps approach, SLA commitments, project plan, team profile, CVs of key personnel, relevant case studies and signed acceptance of all RFP terms and corrigenda.

Cover 2: Commercial Bid

Cover 2 should include only the duly filled price schedule / Bill of Materials in the prescribed format. Commercial or price information must not be included in Cover 1. Prices must be quoted in Indian Rupees, inclusive of all costs and exclusive of GST, with GST-inclusive totals shown separately.

Evaluation Methodology

The selection will be conducted through a three-stage process:

  1. Pre-Qualification Evaluation – Pass/fail assessment against mandatory eligibility criteria.
  2. Technical Evaluation – Scored out of 100 marks. Bidders must score more than 75 marks to qualify.
  3. Commercial Evaluation – Commercial bids of technically qualified bidders will be opened, and the lowest evaluated total price bidder will be selected as L1.

The technical score is only a qualification gate. Final selection will be based on the lowest evaluated commercial price among technically qualified bidders.
