Scope of Work

The selected empanelled agencies will support MSDE in event management and awareness programmes related to skill development training. The scope is indicative and assignment-specific work will be issued later through Limited Tender Enquiry or Request for Quotation among empanelled agencies.

The broad scope includes:

1. Event Logistics and Management

Agencies will be responsible for arrangements such as venues, stages, seating, audio-visual equipment, transportation, hospitality, travel, accommodation, catering and on-ground management for events, exhibitions, workshops and job fairs.

2. Media and IEC Campaigns

The work includes creation and distribution of IEC material such as brochures, posters, banners, pamphlets, booklets, caps, T-shirts, bags, mugs, conference pads, pens and similar campaign material. Agencies may also be required to organise roadshows and outreach drives.

3. Creative Production

Agencies must support production of creative content, including videos, short films, advertisements, digital graphics, animation and multimedia content for publicity and awareness campaigns.

4. Outdoor Branding and Publicity

The empanelled agencies may design and install hoardings, flex banners, signages, wall paintings, LED vans, LED displays, sun boards, digital graffiti and event branding material.

5. Performing Arts and Awareness Activities

The scope may include street plays, nukkad nataks, folk performances, cultural programmes, school/institute competitions, flash mobs and other live awareness programmes.

6. Digital Dissemination

The agencies may support online and social media campaigns, website content development, email/SMS alerts and other digital outreach activities to engage target beneficiaries.

Agencies must satisfy the mandatory eligibility requirements before being considered for technical evaluation.

Minimum Experience Requirement

The applicant must have experience in grassroot-level orientation and awareness campaigns within the last three financial years and should meet at least one of the following:

Technical Evaluation Criteria

Only agencies meeting the eligibility criteria will be evaluated technically. Agencies must score at least 70 marks out of 100 to qualify. The top 4–5 technically ranked agencies may be empanelled.

Submission Guidelines

The proposal must be submitted online through the Central Public Procurement Portal before the prescribed deadline. The proposal will include a Pre-Qualification Bid and Technical Proposal. No financial quote or BOQ should be submitted at the empanelment stage. Any proposal containing financial quotes may be rejected.

All pages of the technical proposal should be authenticated by the authorised representative/signatory with stamp. Late submissions will not be accepted.

After opening of bids, MSDE will examine eligibility documents and invite eligible agencies for technical presentations. Agencies scoring 70% or above may be considered technically qualified. The top-ranked agencies will be considered for empanelment, subject to MSDE’s final decision.

Work Allocation After Empanelment

After empanelment, MSDE will issue Limited Tender Enquiries or Requests for Quotation to empanelled agencies whenever specific events or campaigns are planned. The work may be awarded through:

Under QCBS, the expected evaluation ratio may be 70:30 for technical and financial scores, respectively. Under LCS, the lowest overall cost among eligible empanelled agencies may be considered.

Payment Terms

No advance payment will be made. Payments will be released after completion of assigned work and acceptance by MSDE. Payment will be made electronically in Indian Rupees against properly submitted invoices and supporting details. GST will be paid as applicable.
