Scope of Work
The scope of work under this EOI includes the submission and implementation of project proposals under DDU-GKY 2.0 in Assam. Eligible Project Implementing Agencies will be required to propose skill development training projects aligned with the Skill Gap Study conducted by ASRLMS and emerging employment opportunities across the state.
The proposed training programmes should focus primarily on priority sectors identified by ASRLMS. A minimum of 90% of proposed trades or job roles must be aligned with the notified priority sectors. Up to 10% flexibility may be allowed for additional trades based on local demand and employment potential.
The selected PIAs will be responsible for mobilization, training delivery, placement linkage, industry alignment, district-level coverage, and timely completion of training and placement outcomes as per DDU-GKY 2.0 guidelines.

Eligibility Criteria
To be eligible for submission of project proposals, the applying entity must meet the following conditions:
- The entity must be registered under applicable legal frameworks such as the Indian Trusts Act, State Society Registration Act, Cooperative Societies Acts, Companies Act 2013, or Limited Liability Partnership Act 2008. SHGs and their federations are also included.
- Government or Semi-Government organizations at State or National level are eligible.
- NGOs must be registered on the NITI Aayog DARPAN portal.
- The applying entity must have been in existence for at least three years as on the date of application, except recognized start-ups.
- The applicant must possess a valid Permanent Registration Number (PRN) issued by the Ministry of Rural Development.
- The proposal must be aligned with DDU-GKY 2.0 guidelines and ASRLMS priority sectors.

Submission Guidelines
Interested PIAs with valid PRN issued by MoRD must submit their project proposals online through the official Kaushal Rural portal. Applicants must pay a non-refundable Initial Screening Fee of ₹25,000 + GST. Only shortlisted PIAs will be required to deposit ₹1,25,000 + GST towards Quality Appraisal.
Project proposals must be submitted within 30 days from the date of publication of the EOI. Proposals received after the deadline may be considered in subsequent State Project Approval Committee meetings, subject to availability of targets.
Project Appraisal and Evaluation
The National Institute of Rural Development and Panchayati Raj has been designated as the Project Appraisal Agency for DDU-GKY 2.0 projects in Assam. Appraisal will be conducted through the IT platform provided by MoRD.
Project proposals will be evaluated and approved by the State Project Approval Committee based on the following criteria:
- Availability of funds.
- Alignment with priority sectors.
- District coverage within Assam.
- Number of candidates proposed for training.
- Industry linkages and assured placement commitments.
- Alignment with DDU-GKY guidelines.
